The effect could be compared to an altitude training period. But there is no scientific evidence of the beneficial effect.
In fact, breathing carbon monoxide is dangerous and can pose serious health risks. CO is a toxic gas that, when inhaled, binds to hemoglobin in the blood, reducing the blood's ability to carry oxygen.
